NSW Government to Fast-Track Rezoning for Burwood North Metro Precinct

The NSW Government has announced it will lead the rezoning of the Burwood North Metro Precinct, unlocking plans for up to 15,000 new homes just four stops from Sydney’s CBD. Described as a “once-in-a-generation opportunity,” the project aims to create a vibrant, high-density community around the new Metro West station.

A draft masterplan will be prepared in collaboration with Burwood and Canada Bay councils, with public exhibition expected in the first half of 2026. Following community consultation, a final precinct masterplan will be adopted, after which development applications can be lodged under the updated planning controls.

This state-led approach builds on existing council masterplans, including Burwood Council’s 2024 plan shaped by the Parramatta Road Corridor Urban Transformation Strategy, which prioritised walkability, high-amenity living, and diverse housing. Earlier this year, Burwood Council resolved to shift unmet housing targets from Croydon to the Burwood North precinct to align with broader housing supply goals.

The rezoning will proceed through the State Significant Rezoning Pathway, designed to accelerate projects delayed in the planning system. It follows recent state-led rezonings at Broadmeadow in Newcastle and in Blacktown, part of a wider push to fast-track housing delivery around transport hubs.

Industry leaders have welcomed the decision. Urban Taskforce chief executive Tom Forrest praised Burwood Council’s proactive stance on high-density renewal but noted slower progress from Canada Bay Council. He urged the government to extend similar rezoning to other Metro West precincts, including Five Dock, and to the entire Parramatta Road Corridor between Lidcombe and Broadway.

“This is a great initiative at Burwood North which makes good sense, so why stop there?” Forrest said.

The Burwood North Metro Precinct rezoning is positioned to play a key role in Sydney’s housing strategy, supporting the creation of a connected, transit-oriented community while helping to address the city’s growing housing demand.
